Microsoft Flow for Office 365 - Licensing

 

I need help undersatnding flow licensing. It\ we have “Microsoft Flow for Office 365” with our Office 365 Enterprise E3 licensing. This includes creation of unlimited automated workflow and 2000 runs per month (per user).

 

So my question is if we have 500 licensed users in our environment do we get a total of 500*2000= 1,000,000 flow runs?

Or specifically, if I create a flow that is triggered when an Sharepoint item is edited, will it only run 2000 times before being throttled or do we get to share 500*2000 flows runs before being throttled?

It seems that flow run usage is cumulative across a tenant depending on the number of license and active users in a tenant, a single user can make use of far more runs than is available in a single license.
