Microsoft Flow in Organization

Is there any way to disable the creation of new flows so that only certain users can create but all in the organization can use the flows?

 

It is not a problem to trigger a flow even without a license, but as soon as you use an approval flow the user needs the corresponding license to approve.

Hi @ilhansimsiki ,

 

As far as I know, if users are assigned a Flow license, they can create and configure Flow, and the permissions to create Flow cannot be disabled.

Regarding the Approval request you mentioned, users can consider accepting Approval email and completing the approval in the Office 365 outlook web app. This way they don't have to go into the approval center.
