Power Automate Scenario

Hello everybody,

 

after a long research about Power Automate licensing I need your help. 

 

We want to build a flow for managing the signing process of contracts. In this flow some premium connectors are used.

My question is now if only the creator of the flow needs a power automate license which includes rights to run premium connectors or if the users who benefit from the flow/work with the flow (e.g. fill in information in word online) need a license, too.

 

All users of the company are licensed with a O365 E3 plan.

 

What happens when the creator of the flow uses premium connectors and a user of the flow isn't licensed?
