Still no solution?, I've exactly the same problem some days ago.
I took your HTML code and placed it into the Compose action, with the output of the compose placed into the body of the e-mail and it worked fine:
I worked for a company that sent e-mail communications and you appear to be doing the right things in your HTML formatting; using tables, embedding the images and using inline styles.
Actually I've been using the Compose action and still not working for Outlook desktop.
It's like Outlook desktop doesn't recognize width styles and set it to 100%.
A solution that could help you is to convert your HTML to an JPG image and set it into your body email as HTML and works relatively well.

I see the same bad HTML in the desktop Outlook. It looks like a bug in Outlook.
