Regarding with License

Hi All

I'd like to make sure Power Automate License. 

I created some desktop flow by using Windows 10 Desktop Flow agent. 

And then I'm going to share my flow to colleagues in organization. 

In this case, the colleagues need to have Power automate user plan license? or do they just using Windows 10? 

Or do they need to have qualified O365 or M365 license which have Power Automate license(such as E5 or E3 license)?  

Any comments would be appreciated.
