Request failed in "Start and wait for an approval"

I have tried to create an approval flow. However, the flow run failed and stopped at the step of "Start and wait for an approval". 

An error message is shown as below. 

Conflict. The request failed. Error code: 'XrmProvisionInstanceFailed'. Error Message: 'Failed to create the Common Data Service database in this environment with status code 'ViralServicePlanRequired'.'

I am using the Microsoft account which provided by my school. So what should I do under this case? Do I need to purchase a Microsoft Flow Plan? Or ask help from the school?
