Rewards and recognition type of flow

Is it possible to create a rewards and recognition type of flow using Power Automate?

 

The idea is to have people nominate others according to categories and award "awards" to them according to the votes they receive. Is that possible to have an email sent out to people to nominate and then vote for users?
