Run-only users cannot see shared power automate workflow

Hello! A few months back, I created a Power Automate workflow and shared it (run only) with several users.  Everything was working great, until this past week where first, the users were able to see the flow through Teams but not the Play button, and now they cannot see it at all, neither in Teams or in the Power Automate --> My Flows page ( .

I have tried removing and adding them again as Run only users, but that does not work.  The only option that has worked is to add them as full owners.

Any thoughts on how I can get this run-only functionality back for my users?

Hello.  I only have one environment.

This morning, I tried creating a simple one-step flow and tried sharing that with the user and experienced the same thing.
