Send an HTTP Request to Azure DevOps always fails on first try, but succeeds upon resubmission

Hello all,

I've been working on a flow that creates a new Work Item in Azure DevOps when an email receives, and allows for the inclusion of attachments. I have noticed, however, that on the first HTTP request to ADO which uploads the image, it is failing with the following error message: "Unable to parse Base64 encoded bytes."

Yet, without making any changes to my flow, I can either resubmit the flow that failed, or do an automatic test with it, and it will succeed, and add the attachment as expected.

I have looked at the input for the two requests, and there is no difference between them (I used a text compare tool to be sure).

This is the video tutorial I followed in order to construct this flow: https://www.youtube.com/watch?v=Ivdj6Gf_K-M

He encounters the same problem as well towards the end.

I can include pictures of my flow if necessary but it is the same as the one in the video. I am just wondering if this may be a known issue, or if there are any potential workarounds. Can I somehow trigger this re-submission automatically?

This is the step that fails. The failed attempt was triggered using the email trigger, the second was triggered by resubmitting the failed flow run. No changes were made to the flow in-between these two runs.

The body, which is Base64, is identical between the two flow runs.

I believe this to be a bug.

I'm running into the exact same scenario with the same base64 error. If I resubmit the flow, making no changes, it succeeds.

If you find a solution, let me know! I have tried using a plain HTTP request as well, but it seems the files will always be corrupted no matter what I do. It behaves the same as using "Send an HTTP request to Azure Devops" while also specifying the file size in the initial request.

Hi @pburk,

Don't know the root cause of this. But as a workaround you could try and to use a second Send an HTTP request to Azure DevOps action with exactly the same payload and configure the run after setting to only fire on has failed status (you might even included a condition to check if the error message is Bad Request).

Would be interesting to see if that would work in the same flow run.

Secondly, the creator of the video is actually really active on these forums as well, it is @abm. He might have an idea about this as well 😀

Happy to help out! 🙂

Hi @Expiscornovus,

I tried your suggesting using the Configure Run After feature but unfortunately it doesn't work. I run into the same situation I had before where both of those requests fail on the first run, but on resubmitting of the request it works fine. So bizarre.

Resubmission:

Also I had actually reached out to @abm  via E-Mail and we weren't able to find the solution. We thought at first we did, but it was only because we didn't realize it was only working on re-submission at that point.

I's also daily struggling with this issue.  I need to go in now and check these flows daily and resubmit.  Is there another way to do this?

Anyone have a solution to getting this to work on initial submission?  Upon resubmission it works.  I'm getting the exact same results other users have reported and was wondering if anyone had an update?  Anyone been able to reach out to @abm for help and whether he got this issue resolved?  Is this a bug?  When will it get fixed?  Or has anyone found a workaround solution and provide details on how they got it to work, taking email attachment and attaching the file initially into Azure DevOps without encountering the "Unable to parse Base64 encoded bytes..." error?

I have same issue event changing to "binary(items('Apply_to_each')?['contentBytes'])"

Any updates?

Here is a link to the solution https://powerusers.microsoft.com/t5/General-Power-Automate/Send-an-HTTP-Request-to-Azure-DevOps-alwa...

With regards to the issue you're having with the binary function, this was not an issue I experienced myself. As it has been a while since I've worked on this issue, I am not sure what the solution would be

Had a similar issue with file content from a SharePoint Get file content using path action.

I had to base64 encode the base64 encoded output from the action.

This helped a lot! thank you so much.
had a hell of a time finding a solution why the files kept getting corrupted 😄
