Using SharePoint online site collection, as you can see in this screenshot, there is a value called Identifier which I can place into the field to get the file content of the triggered file.
When I do the same thing with SharePoint on premise though, Identifier is missing as well as Folder Path. Without either of them I cannot pass the correct value. *Note* I have to enter the library name manually otherwise I get a bad gateway error, it won't auto populate for "File" actions but it works just fine for "List" actions. I have also tried modifying "Folder" to be blank or selecting the library, no difference in the result.

Basically, there is no difference between SharePoint Online and On-Premise in the configuration of the action.
This is because you did not select Library Name from the drop-down list, but instead entered the custom value, so the related Dynamic Content may not be displayed.
You could solve the problem in two ways:

Thank you for your suggestions, I still cannot get it to work. Wondering if you have an on premise SP2013 farm to test this with? I have tested this with 2 SP2013 farms and 1 SP2016 farm. I have also tested with Prod and QA data gateways. I get the same result for all of them. I have tried to use fiddler on the gateways as well as ProcMon to try and see what is getting sent/received and I can't really see anything. Going to check ULS logs now see what I can find there.
