We have a service account where we create all our non-personal solutions. We have multiple environments (DEV, ACC, PROD).
Since a couple of days this account is not able to see/edit any solutions anymore. The messages 'User has no assigned roles' appears. When trying to create a new solution we get the message 'Could not create solution. Failed to load publishers.'
Same goes for maintaining our environment, when using this account we are not able edit user 'It looks like something went wrong'.
When reviewing (using a different account) the assigned security roles to this user is still System Administrator, there aren't any change made to this. Also licenses seems to be in order.
How can we solve this? Hopefully someone can help us with this.

I think it was a bug in Dataverse backend, it was fixed automatically after few hours.
I have tried to create the solution at the moment severally. I guess the bug is intermittent. I think I can only wait for some more hours to see if the bug will solve itself automatically.
