In my test & dev environment, I have a solution that contains some automated flows that are turned on.
If I export the solution with the flows turned on and import into my prod environment, do I need to ensure that the flows in my test & dev solution are then turned off to avoid duplicated flow triggers?

Ideally your Prod should be using different data sources than DEV and TEST .
You should not be using the same SP list/data verse across different environment .
In case you have to use same connections across all the environments due to some limitations , then you must turn off the flows in lower environment

It depends, which trigger actions are you using?
Some trigger actions like the Dataverse ones are environment aware and will only trigger for changes to tables in their own environment.
If you are looking at a fixed SharePoint list which is the same in every environment with the when an item is modified trigger I would say yes.
