Standalone 'per user' plan and O365

Does user with standalone 'Power Automate per user' plan also need to have Office 365 (E3 or E5) license or is it possible to use it without any Office 365 package?

Will that user then be able to use connectors like SharePoint or Planner and connect to SharePoint sites w/o O365 license?
