I have an Automated approval flow.
When using Start and Wait for an approval, If I set "Assigned to" to myself for approval. I get an approval email.
If I select a different Approver(in my organization tenant 365), they do not receive an approval email.
Any ideas ?
Can you have the user check their junk email?
If your user is using a focused inbox, can you ask them to check "Other" emails?
Is this an issue with a single user or is it everyone?
Does the user see the approval request when they go to the Approvals center (under action items in Flow)?

Junk email is empty, no email arrived in "focused" or "Other".

Please post a screen shot of your Flow - make sure to expand the Approval action by click on "Show advanced options" when you take your screen shot.
I configured and ran a Flow which is identical to the one in your screen shot and had no issues - the approver did receive the email. The fact that you received the email and that they can see the approval in the Approval center indicates to me that there is some type of issue with he user. I suggest double checking junk email, email rules, etc..
Here is another test for you to run. Since you select "all users must respond, you can list multiple approvers. Add
yourself and one other person as approvers and run your Flow. Do you receive the email? Did they see the email?
