I have a flow that uses the "Post message as the Flow bot to a user" action. Some of the users who use this flow are guest users in our organization. So far I haven't been able to find a way to send them messages as a Flow bot.
Some additional details:
- I've added them as guest users in Azure, and even assigned them a flow license, just in case
- The action that is supposed to send them a message completes successfully, but they never receive it
- I made sure they added the Flow app in Teams
Am I trying to do something that is impossible?

If it helps - the Flow message is sent and received - but most likely they are using Teams in a different organisation, so they need to swap organisations for them to actually see the message.
We have a lot of guest users which receive messages, but they are also in a licensed organisation on a different tenant, so they need to swap tenants using the dropdown on the top right for them to see messages sent to them as a guest in our tenant

No, I haven't found a way around it yet, I'm afraid.
I did find that it works in one particular scenario: A user has a personal Microsoft account, not associated with an organization. Therefore, they don't have access to Teams. If you add them to a Team in your Org, they will be able to access Teams and they will be able to receive messages from the Flow bot. If they're already using Teams with another org, however, it won't work.

Thanks, @narcisradoi - you are correct. I finally figured out the same thing a few months ago but forgot to update this thread.
If they have Teams with a different org, they will have to switch between the two, as each tenant effectively has its own, unique Flow bot.
Once they are signed in with both tenants, though - they will receive notifications from both, which is what I was hoping for.
