Flow access was just added to our tenant 4/30. From the waffle, after successful single sign on to a sharepoint.com site, when I try to get into flow I get an error.
Correlation ID: (blank)
Error: Index was outside the bounds of the array.
I am a SharePoint, Teams, and User Management Administrator. Up toward the top right it has the right security context for myself. I set up single sign on for our SharePoint 365 tenant about a year ago. I will check with our internal network team next week to see if we have any new firewall things to allow given that the host name is not ending with sharepointonline.com.

It just took a week for Microsoft to get Flow enabled for our .gov tenant. It works fine now. Not sure what the hold up was and why it appeared but would not work.
