Unable to create an Approvals action inside of Solutions

Hi All, 

Please help. I am unable to use the approvals actions inside the Solutions but it works outside of Solutions. Please see below screenshot:

I get this error when I work inside of Solutions:

and when I use it just from my flows, outside of Solutions it works perfectly.

What do you mean by SOLUTIONS here ? I did not get the context.

Thanks for your response. This is Solutions:

When i build my flows inside it, the Approvals action wont work. but when building flow outside of Solutions. Straight from my flows it works fine.
