Unknowingly trigger execution of licensed flow

Hi all. My company is trying to come up with a process to allow users to purchase premium licenses for Power Automate/Apps and one of the questions that came up is this: what happens if someone without a premium license unknowingly triggers execution of a licensed flow (either per user or per flow license)? Will the flow error or would the user have any way of knowing what is happening? And, is there anyway that a license would be assigned to that user and thus the company be charged without our knowledge? Thanks for any feedback you may have.
