Using flow for recurring emails

Is it possible to create an email flow for the same subject and content but at different dates? Instead of using task in Outlook which usually gets ignored by the addressee, I'm hoping I can use Flow instead. I would like to send a reminder to our HR department about 7 days from payday which means the reminder dates won't fall exactly on the same recurrence, i.e., every two weeks,etc. Thanks for your feedback, Antonette

Can you describe the schedule on which your HR department pays?  For example, is it on the 1st and 15th of the month?

With that info, I believe that I can assist.
