What components to use?

I have a recruiting scenerio where I need to present multiple hiring managers (via an alias) with a candidate.  And I want to give them the ability to express interest in that candidate - if they are interested there are 3-4 variables I need to gather from them in the process.

 

The ideal scenerio would be to trigger an email when a new list item is created, and within that email would be dynamic fields that could be filled out and submitted back.  But it looks like only the "approval" flow allows for user input within outlook.

 

Does anyone have suggestions on what components I should use to design this flow?  Should I use forms? List's?  Because multiple people can express interest - I don't think it's as simple as pointing the user to the original list item.  It would probably be best to gather the user input, and track those variables in a seperate list.

I would use Microsoft Forms to capture the candidate's responses, then sync their answers to a "Candidates" SharePoint List and trigger an Approval Flow. There is even an existing template that does just this, see Send form responses for approval

Microsoft Forms is ideal for candidates, because submitting does not require an Office 365 account. You can simply include text entry boxes for contact details (name, phone, email, etc.).
