Is the other form dynamic or always the same? Why don't you just include the link at the end of the form (from forms click on ... settings and set a custom thank you message).
Alternatively, set up a flow that when a reponse is received you send an email or teams message to the individual that completed the form (assuming it's not anonymous) with a link to the next form?
