creating a UserInterface like a normal window

I have to work on a company workflow and my problem is that we get Invoices, good receipts and delivery notes.

I have to save them all in sharepoint or Onedrive. The Datasets will go through different stages in the company where people should be able to control the files and add files but they shouldnt work on them or be able to change them.

The Problem there, non of the 3 different types of files have similarity like the same number or the same supplier on them.

Otherwise i could match them all automaticly. Also sometimes there is just an invoice or just a delivery note. Its not always that there are all types of files. Therefore one User in my company needs an Userinterface where he can say "add a new File" or where he can say "there is no Invoice" for example.

I just dont know how I should implement this and how this works with Power automate.
