How can you use an inbox in a public e-mail folder of outlook 365, but which does not have an MS365 account, as a workflow trigger?
I you mean a shared mailbox, you can use "When a new email arrives in a shared mailbox (V2)" trigger.

unfortunately no, it is not a shared mailbox but just a folder in which emails are stored ...

If you think to trigger a flow based on email arrives on personal e-mail account hosted on outlook.com, use the Outlook.com "When a new email arrives (V2)" trigger.

unfortunately no, the e-mail does not arrive at an personal e-mail account hosted on outlook.com. As I mentioned above, it is only a public folder.
@RogMan , please confirm that you mean a mail-enabled public folder in Office 365.
yes, i understand, i don't know at the moment how our administrator set up the public folder called inbox. I will clarify this on Monday and will then contact you again in this thread. we have a folder in the public folder in outlook that serves as an inbox for this specific email address. How the emails get in there is currently beyond my knowledge. I have to clarify that.

What we are trying to do, is our associates sending their COVID screening results to a public mailbox, then flow would trigger to record the response in an excel database and finally, prior to shift start, send a report to the shift supervisor.
I did this with my own email address, but have been unable to do it with our public mailbox, flow gives me an error that the user is invalid.

there is no such thing as a "public mailbox". Or a shared mailbox or a public folder.
I guess you are mean a shared mailbox. If so, just use appropriate trigger.
In our organization, we have mail enabled public folders. When you send to a specific email address, it delivers to this public folder.
On the left pane of outlook, you can see them by clicking on the three dots (ellipsis) icon at the bottom of pane and clicking on folders.
I've already told another person in January 2021:
there are no Power Automate triggers for the public folders.
thats why I started my post with "Is it possible to add this as a feature request?"
