If lets say I give a question of WHICH MONTH for user, can it be validated first ? so VA will denied or inform it is wrong when user response as 14.

Unfortunately, not yet.
You can validate using the Power Automate, after the answer you can call action to Power Automate, validate it and return back to the PVA topic with True or False.
With the variable (Power Automate response) inside the PVA, you can create a condition to validate the variable value, if is False you can click on the Add a new node button, you will see a little ball, drag-drop to the answer again.
