2- Do you are using the same identity and question for the two steps? And which is the type of question that you used? (Translate for me, please)
3- Did you already try to remove the "~" character? Because he can generate an issue.

I tested your scenario here and unfortunately is a limitation inside the PVA.

Basically, we have a similar topic here, that I wrote to use "start over" to restart the conversation and reset the variables. Your user can use this command to allow the user to insert the trigger phrase again and your chatbot understands this new value.
If I break down what I want to know into two pieces and ask the robot like this, Of course it can't go wrong.
This is different from mine.My trigger can skip the question directly.I want to know if "skip question" can be used continuously.

But like a said, unfortunately, is a limitation inside the PVA. You just can skip in the first interaction, on the second conversation, the chatbot will not understand right and you'll need to use "start over" to understand again.

"start over" doesn't seem to have a refresh effect. And the conclusion I come to is this:
PVA can't address this demand :Ask the same question that use "skip question" twice in a row.
Just like:
I: I want to know the weather in New York
PVA: rain
I: I want to know the weather in London
PVA: Where do you want to know the weather?
The last sentence is a bit redundant, isn't it?
