Flow "Update item" action "People and Groups" column "Allow multiple selections: Yes" removes all except first person from column

Repro steps:

  1. Create a SharePoint Online list with "People and Groups" column "pplApprovers"
  2. Select "Allow multiple selections: " to 'Yes'
  3. Create  a Flow with "Update item" action
  4. In detail:There is "Start and wait for approval"action followed by condition "Response is equal to Approve" followed by "Apply to each" action followed by "Update item" action and 'pplApprovers' is set to "pplApprovers claims"
  5. Create a list item with three approvers A,B, & C
  6. Flow works successfully however when the update item action is executed only 'A' is retained. B & C are removed. Since this is a 3- level approval workflow after first set of approvers approve the list item, only 1 approver is available in level 2 and 3.
  7. Same flow was working until last week, issue detected today 7/11/2019 around 3:56 PM EST.
