When running "Test" in edit mode for a MS flow. I get a flow run error related to location services.
Note: it implies my locations settings are off.
There is a popup dialogue box with button "Settings" asking me to go into my PC settings and turn location services on. My location services are always on.

Could you share all the screenshots of your Flow configuration?
I did a test on my side. If you set the Location on the PC to Off, then Flow will prompt "Location services must be enabled to run this flow."
Please be sure to set the status of the Location to On, then re-run Flow to see if the problem exists.
In addition, if you are running Flow on your phone, try to allow the Flow app to get permission for the current location and open the location service.

As I mentioned in my original post my location services are always on and were on when this problem occured. I have been running "test" of the same flow and cannot replicate the error now.
As the flow was not using any connector requiring location services, I assume this is just a generic requirement MS has turned on currently with Flow to gather general data?
I have the same issue, and my location settings are on. Checked online, and have not seen a lot on this topic.
The issue is not on locations settings, is somewhere else.
That fixed it for me
If you have already turned on the Location Privacy Settings in your computer and it doesn't work, try to set default locations also
