Not possible to move or create action to top of scope

I keep having to add an empty step in my for each and scopes because is not possible to drag or create something at the top of the scope. 

Its easy to work around it, but its somewhat annoying, and I'm pretty sure i was able to create actions at the top of a scope in earlier versions.

 

No screenshot is needed for this, steps to reproduce.

  1. Create a new flow
  2. Create an empty scope after the trigger
  3. Create a compose in the created scope
  4. Create another compose at the bottom of the scope
  5. Attempt moving the compose above the first compose, this is not possible. 

Steps to work around:

  1. create a compose or scope after the first action.
  2. drag the first action below the created compose or scope action.

I have made a test on my side and the issue is confirmed on my side.

I'm afraid that the function to move or create action to the top of scope is not supported in Microsoft flow currently, we would be blocked when try to move or create action to the top of scope.

Same here...

I've dragged my action below the top one, then - dragged the top one below the new and it worked...

Still there is a problem if the new action depends on the top one
