Odata filter not working properly

Found an error with Odata filter. It is not excluding the necessary item and is modifying them instead. Confirmed that the Odata filter is correct in Postman. The Flow run history does not show a change to the excluded item but it is still being modified. 

 

My case is that I have a Master task and a subtask list. Flow is to update the subtasks if the status of the master task is updated to Closed, denied, etc. 

 

Odata filter is LoanID eq (Modified Item's ID) and Status ne 'Completed' and Title ne '(Initial Task Name)'

 

The Flow will find other items that need to be updated but it will also update the initial task.
