Tried both when a file is created and when a file is modified flows for OneDrive. Using my Office 365 subscription.

Further, could you please show more details about the error message within your trigger?
I have made a test on my side and don't have the issue that you mentioned. My flow's configuration as below:

Please check if you have uploaded a new file within the sub-folder of the folder that you specified in the Folder field of the "When a file is created" trigger.
It is a known issue that File triggers won't fire for files being added inside of nested folders inside the folder you select in Microsoft Flow currently. More details about the Known issue and resolutions in Microsoft Flow, please check the following article:
In addition, please consider take a try to clear cache of your browser and then try your flow again to check if the issue is solved. Please also check if your Office 365 subscription has been expired on your side.

I had the same issue, there is screen shot of my simple "when a file is created" filed screen shot :
I clicked Test after i create the flow, but before i put a file in to /Desktop Share/purecloud, it just failed right when before i even perform the trigger action.
