Power Automate is changing expressions in the flow after saving, resulting in the wrong output

I am helping a user with a flow query (see See: https://powerusers.microsoft.com/t5/Building-Flows/Pulling-a-substring-out/m-p/1209908#M139413)

I have a flow that produces the correct output. If I then close the flow and return to the flow gain and run it again, I get the wrong output due to flow changing the expression used in the original flow. See the image below and note the outputs for Compose item 3 changing from a string to a JSON object:

Here is the entire original flow:

During the second edit no changes were made, the flow was run flow again, then I edit flow.  Note Compose item 3 and compare with the original flow:

Third Run, closed the flow completely, edit flow, no changes made, save and run the flow again. Note Compose item 3 and how the expression has changed from item()[''] to items('Apply_to_each') - shown as Current Item:

Note how the output for Compose Item 3 has changed from a string (email address) in the first run to a JSON object in the final run:

I suspect the issue is caused by the data, with the JSON array not truly valid as it is missing a value for the key property. This is the user's source data unfortunately.

The behaviour of the flow is very odd. You can easily re-create the flow and see if you get the same or similar issues.
