The app is stuck on loading without any error.
But able to run the application and perform the activities on preview.

I have faced same issue with you. My PowerApps Environment is tied to Europe region. I could run my app successfully last week, but it could not launch well today. It just shows loading continusously.
Anyone from Power Apps Support Team could help us here.
My PowerApps environment is also tied to the Europe region.
I was able to run the app till yesterday.
Saving and publishing the app after any update takes a long time and it does not load once done.
I also have the same issue. Few of the apps created today and also the ones created before today but were working fine are loading for a long time and end with the following message.
Definitely affected in EU region. We cannot open in play mode any app at all, that has been published specifically today. Edit mode works though!
All other apps that have been published yesterday for example, work just fine
Same here, Also European Region. When you publish a new version app (and the app cash is updated for runtime) this problem occurs.
Even restore to an earlier version does not help here!
and they stated "Sorry to hear that. We've started an investigation, so please keep your eyes on the Service Health Dashboard for an update."
