We have created a flow with Reply Email V2 activity and set the importance to Normal but the emails sent are with Low importance.

I have made a test according to your description, however, the issue could not be reproduced by me.
I created a flow with action Reply to email (V2) and set the Importance to Normal. The emails sent are with the correct Normal importance both on the flow output and the Outlook client.

Am in India (Asia) region, we even tried the same in trail account too but its not working.
Also, please refer the link, the same problem occurs for other users too.
