You shouldn't, I was able to watch it without logging in.  Also all these videos are avaliable on YouTube, so if you just click on the title of the video it will open the video in YouTube.

Also, I'd just suggest subscribing to the PowerApps YouTube channel and seeing all of their videos in the Channel List view - https://www.youtube.com/channel/UCGfWR2ekfRFckLjev6eQYLg/videos

I personally only come to this view to grab the slide decks if they aren't listed in the YouTube video description.

Yes, the issue disappeared for me as well. Didn't work earlier though (no add-ons enabled etc.)..
