Error 'Action Create is not allowed for the state of Initializing' in initial sync data between D365FO and dataverse

We have configured dataverse in D365FO with dual write,

Initial sync for couple of tables worked, like Payment days, customer groups.

For most of the tables, While doing initial sync from D365FO to dataverse getting error 'Action Create is not allowed for the state of Initializing'
