How to create a tags in the Model driven app form text fields

Hi Guys,

I've a form with set of text field columns. Ex: City, State . Can we create a tags in these columns without using choice/Multi choice datatypes.
Say if we enter State as "California" that should convert like a Tag and save in the backend. Again next time when you try to enter the same tag the tag value

should prepopulate automatically and the user can select the tag without reentering again. ( Ex: Like a hashtag in Twitter...)

Drew, thanks for your response and is there any alternative way ? without using 3rd party solutions.  Not sure if can be achieved using OOB solution .

As per OOB, there is no Other way except PCF.
