There is one, and only one model driven app that has this kind of tabbed interface--it's called Dynamics 365 Omnichannel for Customer Service. It supports a tabbed multi-sessioning experience for customer service representatives who need to work on multiple case sessions simultaneously. Normal model-driven apps do not have this capability.

You can manage your tabs by configuring the entity form correctly.

I think this might be confusing to peiple given that you can open many Model App "Windows" so technically you could open the same record in multiple tabs and work with each tab differently OR
The form itself has different data that can be on different tabs.
The word "tab" has potential to confuse.
