Is there any way to programmatically alert an admin when a dataverse database, file, or log exceeds a certain size, or when a specific project level D365 license count is reached?

Hope you are doing good.
As per Out-of-the-box behavior Global Admin will receive email if the storage Exceeded. For Checking manually please follow this link.
For License: Whenever you tried to add an license it will automatically show 5/5 --> 0/5 (if no license avaialble)
Note: We can do both the steps manually only.

Wouldn't one be able to use Power Automate to hit api.bap.microsoft.com per Preview: Programmability and extensibility - Power Platform API - Getting started - Power Platform |...? I just found this link - it may do the trick.
