Dataverse workflow doesn't trigger on custom date field when set to trigger for a certain date on a custom table.

Wait until will wait for certain time and execution will happen once it reaches that time or else it will be in waiting state and impact performance.
why do want to use wait until? what is your business requirement?
For your recurring workflow, "Timeout until" a date is the correct condition. I think the issue you're having is the testing part of it with date-only fields.
Here's an example of a workflow that waits until a specific date and then sends an email when that date is reached. In my case I hard-coded the date for testing, but you can map it to your custom field.
Make sure the scope if Organization and that it's triggered when the record is created. If it doesn't trigger then it will never run 🙂
