Hi, I am trying to build up a power app to display some data from D365 through dataverse. For the AD users, do they have to have D365 license to view the data in power app? Thanks

PowerApps License is enought, once you provided you need to provide DV license based on my suggesstion.

For Licensing you can refer here https://docs.microsoft.com/en-us/power-platform/admin/signup-question-and-answer.. As per your Question, we don't want CRM license to be assigned to user.
and For Dataverse, you should have all the User Assigned to DataVerse License to get access to the records.
Navigate to https://make.powerapps.com
Click on Gear Icon at the top
Click Advance Settings
Click Security
Click Users and Select the User to assign Role --> Click Manage Role and select the Role.
