Hi @NderonH,

For PowerApps sign up information, please refer to:

https://docs.microsoft.com/en-us/powerapps/signup-for-powerapps

Start from here:

https://powerapps.microsoft.com/en-us/

After you sign up for PowerApps using your work or school email address, you can then use a single gateway to create connection to your SharePoint 2016 on-premise data source.

About how to connect to SharePoint on-premises in PowerApps, please refer to:

https://powerapps.microsoft.com/en-us/blog/support-for-sharepoint-on-premises/

To use PowerApps you need a cloud account (Azure AD) with a cloud license of some kind (Office 365, Dynamics 365, PowerApps plan 1 or 2). You can sync your onprem AD to the cloud using Azure AD Connect. You then can use the On Prem Data connector to connect to your SharePoint 2016 data to build apps.
