We currently have an issue where we have Infopath forms that we would like to convert to PowerApp forms but the issue is that if we have external users (using SharePoint license) then lists with customised forms using PowerApps is not available.
Based on this announcement - https://powerapps.microsoft.com/en-us/blog/introducing-powerapps-portals-powerful-low-code-websites-... does this mean that customised forms not apps should now be accessible to external users?
No, the PowerApps Portal as announced only works with data stored in CDS, not SharePoint lists. But the product team is actively working on providing External User access to PowerApps applications. No specific time frame for delivery of that functionality has been announced, but it is on the Road Map.
I've reported it to some contacts I have at Microsoft. Hopefully they can work on getting it resolved.
