Is it possible to login to to https://make.powerapps.com/ in a different organization tenant where we've been added as a guest user and create apps in this second tenant ?

Unfortunately this is not possible. With a guest account, you can access Canvas Apps shared with you if you are appropriately licensed: https://docs.microsoft.com/en-us/powerapps/maker/canvas-apps/share-app-guests
However, (co-)authoring apps as a guest user is not possible.
You could consider using solutions to author power apps in your tenant, and then manually import them in your client's tenant, or you could even set up a DevOps pipeline to automate the import/export process. We are using this with several customers, and it (usually) works like a charm.
Another alternative would be to have a "normal" user account in your client's tenant.
