Add-PowerAppsAccount sometimes fails because FormatException

When invoke Add-PowerAppsAccount cmdlet in PowerShell, it causes an error if IdToken contains '-' charactors.

+ $claims = Get-JwtTokenClaims -JwtToken $authResult.IdToken
+ ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
+ CategoryInfo : NotSpecified: (:) [Get-JwtTokenClaims], MethodInvocationException
+ FullyQualifiedErrorId : FormatException,Get-JwtTokenClaims

It is necessary to convert '-' to '+' in Get-JwtTokenClaims function.
