It appears this is not supported.  I found these two things useful despite being someone out of date now:

  2. https://powerapps.microsoft.com/en-us/blog/powerapps-enterprise-deployment-whitepaper/

I believe there is a use case out there where organizations progressively invest toward Dynamics:  O365 -> PowerApps CDS -> Dynamics 365 CE.  Hopefully it's supported elegantly some day.
