I seemed to find a way to export a SharePoint List form App as I can't see the tab file> all versions.
That's what I see on a newly created form app today on my environment with no file tab.
Accepted Solutions
I have found two options as the UI changed last 2 weeks
1. Disable the modern command bars from settings
2. From list settings>form settings >see versions and usage
Both options allow to export the app as a zipped solution.
