Cannot See PowerApps or Flow button

We just got the Power Apps for our Government tenant and I can see the app tile in the O365 waffle but when I go to a list where I want to customize the SharePoint list form I do not see it?  Can somehome help me understand why?

Please make sure that you are using Modern SharePoint Pages not the classic layout. You will see the buttons here:

Yes we are using modern pages but there is simply no button to customize a SPO list.  I manage 4 other SPO environments so I am pretty familiar with using PowerApps.  We have the tile in the O365 waffle and can use PowerApps from PowerApps.com but have no option to customise the actual list forms.   Please advise.

Our organization, also in the government cloud, is having this same issue. We cannot see the PowerApps or Flow button in any of our modern lists.
