We recently found out that our IT department may have jumped the gun rolling out PowerApps to the general population. Corporate is concerned that members will be developing without managers approval, developing mission critical Apps, replicating existing functionality or sharing confidential information. Is there a way for IT to see the guts of existing Apps and know what is going on inside?

Have you looked at the CoE Starter Kit? This is a solution that can be imported to manage Administration and Governance of PowerApps for enterprise scale rollouts

Using the PowerApps Admin Connectors https://docs.microsoft.com/en-us/connectors/powerappsforadmins/ you can also build a custom solution that works for the needs of your company. The Admin Connectors are available in Flow and PowerApps.

@v-xida-msft Large Manufacturing site, 9000+ employees. PowerApps was not formally rolled out to the masses, but has been spreading by word of mouth. My guess is that many people log on, create a model driven app to see what it can do, then abandon and do not delete.
My question is around cleanup and governance. Currently, there is no review and approval process - is there a mechanism for IS to lock down an app until it goes through review and approval? Is there a way for IS to see which apps are non-functional and/or abandoned?

Based on the needs that you mentioned, I afraid that there is no way to achieve your needs in PowerApps currently.
