We are an MS teams business user account.
We have around 50 users and would like to start using the Employee ideas application within MS teams.
I am struggling to understand if this can be used for free of if we are required to purchase 50 power apps licences in order to do so..
can anybody please advise?

Do you want to use the sample app "Employee idea" in Teams?
If so, as per this doc, users with specific M365 subscriptions would be able to create/use apps.
Licensing and restrictions
Note the following regarding access to Microsoft Power Platform apps in Teams:
Dataverse for Teams will be available as part of select Microsoft 365 subscriptions with Microsoft Power Platform and Microsoft Teams capabilities, excluding plans for US government environments (GCC, GCC High and DoD) and EDU A1 and SUB SKUs.
Apps created in Microsoft Teams that use Dataverse for Teams will be accessible outside of Microsoft Teams in a web browser if you have a trial or standalone Power Apps license. However, note the following:
For any standalone Power Apps or Power Automate usage, which includes Dataverse API access as well, the Dataverse for Teams environment will need to be upgraded to Dataverse.
Teams can invite guests who can access the apps, bots, flows, and data in the Dataverse for Teams database within their team. However, they won't be allowed to install, make, or edit apps. They can only discover and run apps in their team.
No direct API access to Dataverse for Teams will be provided, and only apps, bots, and flows embedded within the Microsoft Teams client will be able to access the Dataverse for Teams runtime.
Dataverse for Teams is not available in the following regions: South Korea, GCC, GCC High.

Thanks - yea the employee ideas sample app is what we would use.
It’s asking some users to start a “free trial” which is why we have confusion around be available to just use for free p

Then you may have to check whether these users have been assigned proper license in M365 Admin Center:

my admin confirmed that all users are licensed with Microsoft 365 E3 - should that be sufficient ?

Since I don't have an O365 E3 license then don't know what it contains in details, it's difficult for me to test it with.
Please check if Teams related Apps have all been selected:
