can someone explain to me why an environment that is created WITHOUT a database still occupies 1GB of database storage?

Even if you don’t create a database, behind the scenes there is a database associated with the environment to store stuff required for the environment. For example, if you have Approvals, the approvals data is stored in Dataverse. It’s just hidden behind the scenes.
